Supported Living Services via Derbyshire Council    "Derby City Council seeks to create an Flexible Open Framework for the provision of Supported Living Services under the Light Touch Regime of the Contract Regulations 2015, for adults and young people aged 16+ with eligible assessed needs within their own accommodation. This Framework will replace the current Derby City Support and Accommodation Dynamic Purchasing System (DPS). 

Partner organisations such as Derbyshire County Council, Nottingham City Council and Nottinghamshire County Council (referred to as D2N2), Integrated Care Board (ICB) and NHS organisations within the D2N2 area, may access the Framework and use the ‘Call Off’ arrangements, under their own individual terms and conditions. 

Bidders may apply for one or more of the following Lots: 
• Lot 1- Low Needs
• Lot 2 – Medium Needs 
• Lot 3 – High Needs
Bidders may submit bids for additional LOT(S) throughout the life of the Framework as and when the Framework is reopened. There will be no minimum or maximum number of Service Providers that may be successful in each Lot, and no limit on the number of Lots Bidders can be successful in.

There will also be the opportunity to add additional LOTs throughout the lifetime of the framework. 

Bidders must have the appropriate registration with the health and social care regulator for England, the Care Quality Commission (CQC) for the delivery of the regulated activity of personal care to apply. 

Service Providers will be required to demonstrate competence to deliver the Service to Customers on an individual basis based on their social care assessed needs and preferences, including demonstration of skills and experience required."    29/01/2025    Derbyshire County Council
Supported Living Services for People with Learning Disabilities via London Borough of Brent    "Brent Council wishes to commission onsite 24-hour care and support for 6 Supported Living Services for People with Learning Disabilities and/or on the Autistic Spectrum across 3 lots:

Lot 1 Preston Road & Woodhill Crescent 
Lot 2 Beechcroft Gardens and Manor Drive
Lot 3 Gladstone Park Gardens & Ruby Street

Each service will provide CQC regulated activity of personal care for people who have learning disability or are on the autistic spectrum, including some who have patterns of behaviour that may challenge. Each lot will have core and assessed hours."    07/02/2025    London
Mental Health Rehabilitation and Support Service (Hornby Road) via Blackpool Council    "Blackpool Council is seeking an experienced Provider to deliver a rehabilitation service at Hornby Road in Blackpool; a supported living setting with communal facilities, accommodating up to 5 people with mental health support needs and other complex issues. The Provider will be responsible for supporting individuals through a rehabilitation model of support, with the aim of them moving on to long term living arrangements. 

The Provider will have demonstrable experience and expertise in delivering person centred support to Service users with a wide range of Mental Health needs and other complex issues. This will include experience of delivery of similar schemes with a focus on Mental Health rehabilitation and supporting Service Users to safely and sustainably move on to longer term situations.
 
There needs to be 'genuine' separation of the support and the housing functions of Supported Living. Care and Support services may require registration with the Care Quality Commission (CQC), whereas housing does not. The decision regarding registration is determined by the type of care required by the Service User and as defined by the CQC. The Provider shall be registered with the Care Quality Commission (CQC) if they provide regulated care activities e.g. personal care.
 
Service users will stay up to 2 years or if the rehabilitation potential is identified as being minimal a move on into alternative provision (with a longer-term care package included) in a timely manner to maintain the flow into and out of the rehab support.
 
The available budget for the service is £234,891 per annum. It is anticipated that the contract term will be from 01 April 2025 to 30 June 2027, with the option to extend incrementally for a period of 4 years (2+1+1) (subject to contract review and budget availability)."    11/02/2025    Blackpool
Provision of block contract for children with disabilities overnight short break placements via Derbyshire Council    "The Council seeks to commission services from one Service Provider who is OFSTED registered for the supply of overnight short breaks in a single 3-bed residential setting, which shall be within 20 miles of the Derbyshire border, but ideally within Derbyshire’s boundaries. The service offer shall include the following requirements:
• One three-bed residential home for the sole use of the Council to offer short breaks for children with disabilities.
The placement aims to offer short break accommodation for children. The average usage per child would be 24 nights per year, and this should therefore
be able to offer this service for up to 45 children per year.
Please note: The home would provide short breaks for up to 1095 nights per annum (3 beds x 365 nights maximum). The above figures are averages and are
based on that alone, and therefore the number of children accommodated, would be dependent on the size of their overnight short break package (for example there
are children in DCC identified as requiring up to 70-night packages and therefore the numbers of children accessing the service would reduce)."    19/02/2025    Derbyshire County Council
Achieving for Children Short Breaks 2025 via Royal Borough of Kingston upon Thames    "It is our aim that children and young people with disabilities are provided with the opportunity to access any suitable Short Break activity that they choose in specialist or mainstream settings within the Kingston and Richmond boroughs.
This service is exclusively for the ‘Aiming High’ or ‘universal’ Short Breaks offer. That is for commissioned universal services that do not include overnight respite or specialist care. To be eligible for the Aiming High programme, children and young people must have a diagnosed disability, be aged between 4 and 17 years, and live in the boroughs.
Achieving for Children is seeking to appoint a provider or providers for the delivery of Aiming High Short Breaks Services across Operational Area 1 - London Borough of Kingston and Richmond.
The requirement is divided into Lots and Sub-Lots. Please see the tender documentation for further details.
The contract term will be for an initial period of Three (3) years with an option to extend for further two (2) periods of twelve (12 months) at the discretion of AfC.

Supported Accommodation for Young People 16 - 18 via Cambridgeshire County Council    "Cambridgeshire County Council (CCC) are commissioning supported accommodation services for young people in care aged 16 – 18 years, for whom the authority has a statutory responsibility for, in line with the new Ofsted requirements and regulations. 
CCC are also commissioning HMO services of accommodation tailored specifically for Unaccompanied Asylum-Seeking Children/Young People (UASC) aged 18 to 25 who are care leavers without a decision to remain, who arrived in the UK seeking asylum and are Children in Care e.g., under Section 20 of the Children Act 1989 or are receiving support under Section 17 (Child in Need).
Lot 1 - Supported accommodation and support for eligible and relevant young people and young people in care, aged 16-18. 1 to 4 bedded properties, with specific needs led support determined per referral.
Lot 2 - Supported accommodation and support for eligible and relevant young people and young people in care, aged 16-18. 5+ bedded properties with generic needs led support model per property.  
Lot 3 - Supported accommodation and support for separated migrant children . 1 to 4 bedded properties, with specific needs led support determined per referral.
Lot 4 - Supported accommodation and support separated migrant children. 5+ bedded properties with generic needs led support model per property.
Lot 5 - Properties up to five beds with 24/7 support, including sleep-in provision, Monday-Sunday for 16- and 17-year-old young people. Needs led daytime support per property.
Lot 6 - The service will deliver HMO accommodation for Unaccompanied Asylum-Seeking Children who when they turn 18 years of age do not have a decision from the home office regarding their status. The accommodation will have a maximum of 8 beds but can be lower."    28/02/2025    Cambridgeshire

There will be times when clients will need to be supported outside the area of North Somerset and this contract will support these packages of care and support. 
To be awarded a place on this framework you will need to have a local registered CQC office (an office if you are not a registered provider with CQC), where the Care and Support will be delivered from. By local North Somerset Council requires this to be within North Somerset, Bath and North-East Somerset, Bristol, Somerset, Gloucestershire and South Gloucestershire.

Home Care via Wolverhampton City Council    "The City of Wolverhampton Council is seeking to contract with a number of providers for the provision of new domiciliary care services for older people and adults with disabilities. 
The specification has three main service elements; domicilary care, rapid response, and home-based respite for carers. Providers are expected to be able to deliver all these elements, however, where this is not possible providers will still be able to join the framework on a limited basis.
The Council will operate a flexible framework with three tiers of Provider, and a mix of area based 'Lead' provider and city wide coverage.
Inclusion on the framework will also provide occasional access to related special projects, pilots, and help Commissioners reduce 'spot' purchases. 
The framework is dynamic and will periodically open to allow new providers to join, and for existing providers to amend their service offer. Providers will have the potential of moving between the three tiers. 
Minimum selection criteria will apply and this will include a CQC overall rating higher than 'Inadequate'.

~ Service Stream A (i) - CQC Registered Community Based Services which offer personal care and support either with or without accommodation for those with eligible needs under the Care Act.

~ Service Stream A (ii) - Non Registered Community Based Services which offer care and support either with or without accommodation for those with eligible needs under the Care Act.

~ Service Stream B - Registered Residential and Nursing Care Services for those with eligible needs under the Care Act.

~ Service Stream C - Positive Behaviour Support (PBS) for those with eligible needs under the Care Act. Aimed at providers with a distinct specialist PBS service offer, available to service users from the community.
There are no restrictions on providers of care and support applying, provided you can offer a standalone specialist PBS service.

The DPV will be divided into 4 lots, representing the range of services to be delivered. 

The Lots are: 
Lot 1: Visiting Support
Lot 2: Day Time Support
Lot 3: 24 Hour Support
Lot 4: Bespoke Support
 
There is no limit on the number of Suppliers that may be appointed to a Lot.
 
RE. CQC rating: There is no requirement that you must be inspected by CQC to apply for the DPV opportunity.  The CQC registration will be sufficient if you are providing regulated services within the home.
 
RE. Insurance: It is not a requirement to currently have the levels of insurance specified in the tender in place. However, should you be successful in securing a place on the DPV, it is a requirement to have the correct cover in place prior to contract start date.
 
RE. Accommodation: We are looking for both.   In some cases, a package of care and support may only be required as the Service user/s already have a home.   In other instances, a property may also be required alongside a package of care and support.   It depends upon the individual Service User’s needs."    07/06/2026    Buckinghamshire Council
